
Patrick Bowman
Patrick has conducted research and analysis for regulatory and rate reviews of electric, gas, and water utilities in seven Canadian provinces and territories covering over 20 years. This included preparing evidence and expert testimony for regulatory hearings, and assisting in utility capital and operations planning to assess the impact on rates and long-term rate stability. He has provided expert testimony before various public utility boards. In total, he has participated in over 40 regulatory proceedings as an expert consultant in utility regulation, including providing case management support during regulatory review processes.
For municipal utilities, Patrick has acted for both municipal “in-house” utility operators and for municipal governments who have established and must now supervise and regulate the actions of wholly-owned utility providers. This includes advice and recommendations regarding the preparation of efficient and practical regulatory filings and the establishment of a new regulatory rate review mechanism for municipal utility corporations.
